Small Town Politics: Ray City councilwoman questions mayor’s utility billing practices

RAY CITY, Ga. (WALB) — A city councilwoman publicly questioned the Mayor’s practices when it comes to meter readings in the city.

In a public memo to WALB on June 9, 2026, Councilwoman Maria Arambula stated, “Last month, I observed Mayor Brenda Exum participating directly in the recording of water meter readings alongside a part-time employee. The Mayor wrote down the readings that were called out by the part-time employee, even though a full-time utility employee was available to perform this duty.”

Councilwoman Arambula clarifies that the council voted to increase utility rates, however, following Mayor Brenda Exum’s meter readings Arambula claims multiple citizens reported significantly higher water and sewer bills, in addition to the water and sewer rate increase that recently took effect.

“It is my stance that Mayor Exum should not be reading water meters due to possible transcription errors that arise during the meter reading process and subsequent billing disputes,” Arambula said. “City officials must maintain the proper separation of powers. As a member of the City Council, my priority is to ensure the accuracy, transparency, and fairness of city billing processes and to maintain public trust in our operations.”

Arambula says that distinguishing between legitimate rate adjustments and any potential reading or data entry errors by Mayor Exum is essential for good governance. She states that it is important to resolve the issues in an effort to continue working to rebuild Ray City with improvements to transparency and fair procedures.

On June 11, 2026, Mayor Exum provided a statement in response:

“The City of Ray City is committed to operating its utility services in a fair, transparent, and lawful manner. We take any questions or concerns regarding city operations seriously and strive to ensure that all policies and procedures are administered consistently and in accordance with applicable laws, ordinances, and established practices.

At this time, we are reviewing the matters referenced in Councilwoman Arambula’s memorandum. While we respect the right of elected officials to raise concerns and engage in public discussion, it is important that any allegations be evaluated based on accurate information and a complete understanding of the facts.

The City remains dedicated to serving our residents with integrity and accountability. Should additional information become necessary, we will address it through the appropriate channels and in accordance with established procedures.”

Councilwoman Arambula said in the July Council Meeting she plans to make a formal request for a review of Mayor Exum’s meter reading practices. She encourage citizens to be present and speak up at that meeting.
